Management Quota in Telangana (2026): Category-B, Honestly

Telangana is one of the few states where “management quota” is an official term with an official file trail. The seats are called Category-B, the guidelines come from TGCHE, the fees come from TAFRC, and every single admission ends up on a government portal for ratification. That paper trail is good news for you and bad news for agents, because everything an agent claims can be checked against a published document. This page walks the trail: what the law creates, what a seat costs, which Hyderabad names sit outside the system, and where the 2026 cycle stands. Is management quota legal in Telangana?

Yes, as Category-B, and only as Category-B. State-side MBA/MCA admissions run under the Telangana Regulation of Admissions into MBA/MCA Professional Courses through Common Entrance Test Rules, 2006 (adapted through G.O.Ms.No.6 dated 08.01.2007 read with G.O.Ms.No.26 dated 22.07.2015, as recited in G.O.Ms.No.07 dated 04.03.2026). TG ICET is that common entrance test, with a designated Convener at Masab Tank, Hyderabad. Convener counselling fills Category-A; the college managements fill Category-B themselves, per admission rules in G.O.Ms.No.59, 16, 61 and 21, under guidelines TGCHE notifies fresh each cycle (the 2025-26 notification is dated 04.09.2025).

Two layers, as always. What the law creates: a share of seats the college fills itself, from TG ICET-ranked applicants, through an advertised process, at a state-fixed fee, subject to government ratification. What agents sell: a seat “arranged” for a premium, no rank needed. The second product is not Category-B. G.O.Ms.No.07 directs that private unaided colleges shall collect only the fixed fee and “shall not charge any Capitation Fee or any amount unauthorisedly or illegally”. A premium above the fixed fee is capitation, not a price.

How does Category-B actually work?

The college runs the admission, but inside published rules, and the exam requirement does not disappear. Under TGCHE’s Category-B notification for 2025-26, eligibility for a management-quota MBA seat is: Indian national, a rank secured in TG ICET, and a three-year bachelor’s degree with 50% aggregate (45% for SC/ST/BC candidates). The same notification requires colleges to notify their Category-B seats in newspapers, sell application forms openly, and prepare a published merit list among the applicants.

Then comes the step agents never mention. Every Category-B admission, along with spot admissions against leftover convener seats and the 15% NRI/supernumerary intake, must be uploaded to the TGCHE web portal and ratified by the Chairman, TGCHE, as Competent Authority. For 2025-26 the processing fee was Rs 1,000 per candidate, with an upload deadline of 06.10.2025 and a late-fee window to 13.10.2025 (TGCHE Category-B notification). An admission that cannot survive this ratification is not a management-quota admission. It is an entry the state will not recognise.

What share of seats is Category-B?

Honestly: the split is widely operated as 70:30 between Category-A and Category-B, but we could not verify the defining GO texts on an official URL. TGCHE’s notification cites G.O.Ms.No.59, 16, 61 and 21 by number without reproducing them, and during our verification pass on 13 July 2026 the texts were not found on any official government page. What does a legal Category-B seat cost?

The TAFRC-fixed fee for that specific college, and nothing above it. The Telangana Admission and Fee Regulatory Committee, constituted under the state’s 2006 rules for professional courses in private unaided institutions, fixes college-wise fees. The current fixation is G.O.Ms.No.07, Higher Education (TE) Department, dated 04.03.2026, covering MBA, MCA and Integrated MBA for the block period 2025-26 to 2027-28. Its Annexure-I lists each MBA college’s fee by name; the first annexure page alone spans Rs 27,000 to Rs 1,05,000 per year. These are the real numbers, and they are nowhere near the “packages” agents quote.

For context on what sits around tuition: the previous block’s GO (G.O.Ms.No.39 dated 18.10.2022, for 2022-23 to 2024-25) also capped special fees at Rs 2,000 one-time admission/registration, Rs 1,000 per year for special services, Rs 1,500 per year for university common services, and a Rs 1,000 refundable caution deposit. Check your college’s exact current figure in the G.O.Ms.No.07 annexure on tafrc.telangana.gov.in before paying anything, and pay only the college, only against a receipt.

Which Hyderabad colleges sit outside Category-B entirely?

NMIMS Hyderabad, SIBM Hyderabad, IBS Hyderabad, GITAM Hyderabad and Woxsen: the big private names, which is exactly where quota-selling is loudest. These deemed universities and Woxsen admit through their own published processes, with fees not fixed by TAFRC, and no Category-B layer at all. From their official pages, verified 13 July 2026:

• NMIMS Hyderabad (Jadcherla): MBA only via NMAT by GMAC plus NMIMS registration, then a competency test/personal interview stage. The fee is Rs 11,00,000 per annum, published for AY 2025-26 “for information only” in the NMAT-2025 admission handout. The same handout states in terms: there is NO management quota at NMIMS for MBA programs, and such offers are fraud. One trap inside the honest route: NMAT permits up to three attempts, but NMIMS accepts only the first attempt’s score (admission handout), so do not sit a practice attempt.
• SIBM Hyderabad (Symbiosis): admission only through the mandatory SNAP test and GE-PI, weighted SNAP 50, Group Exercise 10, Personal Interaction 30, institute-specific parameters 10 (SIBM Hyderabad selection procedure page, SNAP 2025 cycle). Symbiosis’s official SNAP site adds that it has appointed no agents, charges no capitation, and permanently debars candidates who come through unauthorized agents.
• IBS Hyderabad (IFHE): MBA via IBSAT, IFHE’s own test, with GMAT, NMAT, CAT or XAT scores from 2024 onwards accepted in its place, then Micro Presentation and Personal Interview (IFHE MBA program page). No management-quota route appears on IFHE’s official admission pages; confirm current admission modalities on the official page.
• GITAM Hyderabad: MBA via GITAM’s own GBAT, mandatory unless you hold CAT, MAT, NMAT, CMAT, SNAP or AP/TG ICET scores, followed by an extempore/interview round and counselling (GITAM MBA programme page). No quota route is published; confirm on the official page.
• Woxsen University: MBA via CAT, NMAT, XAT, GMAT, GRE or Woxsen’s own WAT, then a personal interview, with a minimum 60% aggregate in any UG stream (Woxsen eligibility page). No quota route is published; confirm on the official admission-process page.

Where does the 2026 admission cycle stand?

At the institutional spot-admission stage, as of 11 September 2026. The Convener’s final-phase Category-A counselling closed on 25 August, and per the official spot-admissions guidelines on tgicetd.nic.in, leftover vacancies in university, constituent and private unaided MBA/MCA colleges moved to the colleges themselves: vacancy details were posted on tgicet.nic.in on 27 August 2026, colleges issued notifications on 28-29 August, and spot admissions ran at institutions from 31 August to 3 September 2026. The order of filling is printed: TG ICET-2026-qualified candidates with 50% aggregate (45% for BC/SC/ST) first; only if vacancies remain do candidates without a TG ICET rank enter, on degree aggregate (49.5% OC, 44.5% BC/SC/ST). Original certificates are mandatory, and tuition-fee reimbursement does not apply to institutional spot admissions.

Two practical reads. First, the lawful leftover-seat route in Telangana is now a college-level, guideline-covered process — which is exactly what an agent will imitate; the difference is that the real one starts from the vacancy list on tgicet.nic.in and ends with TGCHE ratification, not a receipt from a consultancy.
