Management Quota in Uttar Pradesh (2026): UPTAC's Printed 15% Rule, CUET PG Counselling and the Vacant-Seat Machine

Uttar Pradesh is the biggest MBA counselling system in the country by affiliated colleges — AKTU alone affiliates more than 750 institutions — and for days its counselling portal refused to open from our server. Today we read the state’s own rule book anyway: the official UPTAC 2026-27 Information Brochure, downloaded on 14 September 2026 from the prospectus link the portal itself publishes, reached through the Internet Archive’s capture of the portal homepage. The short version: UP prints its management quota in the brochure — 15% in private institutions — and puts everything else through counselling on CUET PG.

What does the rule book actually say?

Every MBA seat in the counselling system fills on CUET PG 2026 — the brochure’s Table-I assigns MBA and MBA Lateral Entry to it — with eligibility of a three-year bachelor degree at 50% marks (45% for SC/ST). MBA Lateral Entry, a second-year door, asks for a BE/B.Tech or a four-year BBA/BMS.

The quota line is printed in section 2.3: the UP government has permitted 15% of total sanctioned seats in private institutions to be filled by management-quota/NRI candidates, in accordance with the procedure prescribed in government orders. The same section completes the picture: private colleges fill their remaining 85% through counselling, and government, government-aided and government self-financed institutes fill 100% through counselling. The state’s notification (item 13 of the Hindi text) then closes the loop: for AKTU-affiliated institutions, admission happens only through UP Technical Admission Counselling on merit — no other mode of admission is available or valid.

How does the counselling itself work?

Registration costs Rs 1,000, paid online. A Central Admission Board chaired by AKTU’s Vice Chancellor supervises the process. Allotment is strictly on merit plus the candidate’s order of preferences, and once a seat is allotted no change of institution or branch is admissible. The fee paid after allotment is forfeited if the candidate does not report — except on withdrawal from counselling as per the schedule. Domicile matters for the main rounds: candidates from outside UP with non-domicile parents are expressly listed for the special round, which the brochure also opens on the graduation-degree priority after CUET PG.

What do the printed non-quota routes look like?

Three supernumerary channels are printed beside the quota line. AICTE Tuition Fee Waiver seats — up to 5% of approved intake, over and above sanctioned intake, with no tuition fee charged — apply to MBA courses where at least half the approved intake filled last academic year, on the income certificate. Kashmiri Migrant supernumerary admission runs normally up to one seat per institute. NRI admission follows the government-order procedure within the same 15% private-institution envelope. Each is a published channel with a paper trail — the structural opposite of a seat sold in cash.

What did the 2026-27 calendar look like?

The notification fixes counselling to begin within seven days of the entrance results and to complete by 30 July 2026, with the academic session from 15 August 2026 — so the 2026-27 main rounds are complete. What remains in September is the special-round and institute-side vacancy activity, which is exactly the window in which seat-promise phone calls multiply. The 19 May 2026 corrigendum (AKTU/UPTAC/I/124/2026) amended the exam-priority table, and the brochure warns that seat numbers and provisions move with government orders up to the counselling date.
