MBA Spot Admission and Vacancy Rounds: What Is Legally Real in 2026

“Spot admission” is the most abused phrase in Indian MBA admissions. Used correctly, it names a specific, legal, published mechanism: the vacancy rounds state counselling bodies and universities run when regular counselling ends with seats still unfilled. Used by a fraudster, it names a cash transaction in a car park. The words are identical; the process is opposites. This page separates the two, with the state mechanics we have verified on their official sources.

The answer first: what a real vacancy round looks like

Every legitimate spot or vacancy round in India shares three features, regardless of state:

1. A published announcement on the official portal — the state CET cell, the counselling authority (UPTAC in UP, OJEE in Odisha), or the university’s own admissions page — with a schedule and eligibility rules.
2. System-generated allotment — you register on the portal, your merit position is computed from your score, and the system (not a person) allots the seat.
3. A receipt against payment to the institution — fees are paid to the institute or counselling body, never to an agent, and an allotment letter or admission slip exists on paper.

If any one of the three is missing — no portal, no system allotment, no institutional receipt — what is being sold is not a vacancy round.

Where the real rounds run (state by state)

• Maharashtra. After the Centralised Admission Process (CAP) rounds run by the State CET Cell, seats that remain unfilled convert to institute-level quota and Against-CAP (ACAP) rounds, which the institute itself allots on published merit among registered candidates. This is the largest legally-documented “spot” mechanism in the country — and as of this week it runs under direct oversight: the CET Cell’s circular dated 2 September 2026 (an official Marathi PDF we read today) requires colleges to run institute-level rounds only after CAP fully ends, on inter-se merit, with merit lists on the notice board and website, daily attendance and admission reports to the regulator, government-appointed observers (principals, directors or senior professors from nearby government colleges) supervising document verification, merit-list preparation, fee payment and seat allotment at selected private colleges, and CCTV recording of the verification and allotment rooms preserved for audit. The same circular warns candidates, in plain language, not to trust agents or brokers promising seats before CAP ends. • Uttar Pradesh. AKTU-affiliated MBA seats are counselled through UPTAC, and the state’s official 2026-27 Information Brochure — downloaded today after the portal blocked our host — prints the vacancy mechanism: after the main counselling on CUET PG 2026, a special round fills remaining seats on the printed priority (CUET PG 2026 first, then graduation-degree marks), expressly open to candidates from outside Uttar Pradesh. The main counselling completes by 30 July 2026 per the notification; the brochure’s Rs 1,000 registration and merit-plus-preference allotment rules apply throughout. • Odisha. OJEE conducts published spot rounds per its guidelines when counselling closes with vacant seats — verified on our Odisha state page.
• Deemed and private universities. Many run their own final vacancy windows (often called “late admission” or “second round”) on their official portals — e.g. the Jaipuria common application and Jain’s cycle-based windows documented on their profiles. The test is unchanged: official portal, system allotment, institutional receipt.
• State universities, by printed notice — the CUSAT example. Cochin University’s School of Management Studies ran its first “real time admission” for the 2026 MBA on 13 July 2026, and the official notice is the cleanest worked example of a legal vacancy round we have opened: eligibility restricted to candidates on the university’s own rank lists (general-category candidates up to rank 250 on the main list; all main- and supplementary-list candidates for reservation-category vacancies); a printed category-wise vacancy table of 22 openings on the full-time MBA; in-person reporting at the school auditorium with parents and documents; verification first, then fees remitted immediately to the university against the same fee annexure as its published schedule; and “generated vacancies” added live to the list as candidates moved between seats. The rules themselves were formally modified by a university order dated 12 May 2026. Nobody outside that rank list could participate — which is precisely what makes it a vacancy round and not a seat sale. The school profile is here.
• Government institutes, by printed annexure — the MNIT example. MNIT Jaipur’s AY 2026-27 MBA brochure schedules its vacancy round like an examination: after three waitlist rounds closed on 9 June 2026, the institute called for willingness to participate in spot admission on 10 July 2026 — only for categories where seats remained vacant — and held the round itself on 16 July 2026, governed by the brochure’s own Annexure 10. Same printed 100-point merit list, same printed fees, admission-cancellation deadline printed as 15 July. Where we could not verify a state’s live portal from this host (several state-government portals, including MP DTE’s, were unreachable today), we say so rather than guess — those states’ mechanics stay on their dedicated pages until their portals open.

The scam the phrase hides

The signature fraud is the seat-blocking scam, documented in Karnataka: fake candidates apply in early rounds to hold seats, then vacate them late so a paying customer can be slid in — breaking the merit order that makes vacancy rounds legal. The second pattern is simpler: an “agent” with an office and a rate card quotes a ‘spot seat’ that no published round ever offered. Both collapse under the same three checks above.
