Is the Symbiosis discretionary quota legal?

The printed route has the three marks of a defensible payment: a published rule, a named approving authority (the Fee Structure Committee), and payment to the institute by traceable online transfer or demand draft with the no-capitation clause printed beside it. That is a different object from an agent's invoice, which has none of the three. The legal line is capitation — anything collected above the approved fee outside the printed rule is prohibited, and in Maharashtra criminalised by the 1987 Act.

Does the discretionary quota bypass SNAP?

As of 23 September 2026, six Symbiosis campuses print a Discretionary Quota Seats rule in their own fee documents: SIBM Bengaluru, SIBM Hyderabad, SIDTM Pune, SIOM Nashik, SIMC Pune and SSSS Pune. Each charges double the open-category academic fee, approved by the Fee Structure Committee, paid to the institute, and applicable for the entire programme duration.

Inside the Symbiosis system there is exactly one documented side route, and it is not the one agents sell. Six campuses put it in writing under their fee tables: Discretionary Quota Seats at double the open-category academic fee. This page is the map of that rule — what it says verbatim, what it costs on each campus’s current numbers, and why its existence does not rescue a single agent’s pitch.

The rule, as printed

The wording at SIMC Pune (from its official admission prospectus, opened 22 September 2026) is the fullest version we have read, and the other five campuses match it in substance:

Few seats are reserved as Discretionary Quota Seats. Only students with reasonable academic record and with good entrance test scores are considered for Discretionary Quota Seats. The fees for Discretionary Quota seats will be double the academic fees of the open category as approved by the Fee Structure Committee, to be paid to the institute by way of online transfer/demand draft. No donation or capitation fee is charged for admission to any program at any institute of SIU. Once admission is taken in Discretionary Quota, the fees applicable to Discretionary Quota will have to be paid by the student for the entire duration of the programme.

Five properties matter, and each kills a different agent story. It is printed — checkable against the live page or prospectus. It is committee-approved — a named authority, not a verbal quote. It is paid to the institute by traceable modes — never cash, never a personal account. It is score-gated — a real SNAP result is still required. And it is permanent for the programme — there is no first-year-only premium.

Read the multiple against the base, not in isolation: 2x at SIDTM lands near SIBM Bengaluru’s open fee, and 2x at SIMC lands above SIBM Bengaluru’s open fee on a two-year view. Across the batch, the discretionary academic line runs from Rs 18.40 lakh (SSSS Pune) and roughly Rs 30.04 lakh (SIMC) and Rs 33.80 lakh (SIDTM) up to roughly Rs 42.8 lakh (Bengaluru) — before hostel, mess and deposits, which the tables charge on top at open rates.

What this route is not

It is not at every campus. SIBM Pune’s pages print no such line — the flagship is SNAP-merit only in every document we have opened — and neither do the SCIT, SIBM Nagpur, SICSR, SIIB, SSBF, SIHS, SIMS or SIBM Noida pages. It is not a score waiver: the print demands good entrance scores, so the “no score, no problem” pitch fails the institute’s own text. And it is not negotiable or agent-mediated: SIU’s caution notice states the university has authorised no individual or organisation to assure admission, and that aspirants approaching through agents are permanently debarred from every Symbiosis programme. The Maharashtra capitation Act makes any collection above the approved fee a criminal offence where it applies.

How to use this page
