Direct Admission in Symbiosis Without SNAP or SET: The Verified Facts

Symbiosis admits strictly on merit via SET and SNAP. Agents promising paid seats get you debarred. The verified routes, fees and attempts explained.

The short answer

As of July 2026, Symbiosis offers no direct admission without SNAP or SET. Its official caution notice states admissions are strictly on merit, no donation or capitation is payable, and aspirants approaching agents are permanently debarred from all programs. The real flexibility is built into the exams: three SNAP attempts and two SET attempts per season, with the best score counting.

If you searched for direct admission in Symbiosis without SNAP, or a management quota seat at SIBM Pune, you have probably already spoken to an agent who says it can be arranged for a price. This page exists to show you what Symbiosis itself publishes, in writing, so you can check every claim against the source. The short version: there is no paid side door, and trying to use one carries a penalty the agents never mention.

What Symbiosis officially says: merit only, no agents, no donations

Symbiosis International (Deemed University) publishes a caution notice on its own sites (siu.edu.in and snaptest.org) stating that admissions to all its programs are made “strictly on merit basis” per the university’s published criteria. The same notice makes three things explicit: no donation or capitation is payable for any Symbiosis admission, the university has appointed no agents, and any aspirant who approaches through such agents “will be permanently debarred from admission” to all its programs.

This is not just policy, it is law. Under the UGC (Institutions Deemed to be Universities) Regulations, 2023, a deemed university must admit on merit through entrance examinations or as declared in its prospectus, must publish that prospectus on its website at least 60 days before admissions, must preserve selection records for five years, and may not take any donation or capitation fee (PIB release, June 2023). A “quota seat” at Symbiosis is not a rule-bending favour someone can arrange. It is a thing that does not exist in the university’s legal structure.

SIBM Pune still requires SNAP, even for what agents call “institute seats”

The most common pitch is that SIBM Pune keeps a few “institute-level” or “management” seats outside SNAP. Here is why that pitch fails on the facts. Management quota is legal only where state law creates it, and even then admission within it must be merit-based and transparent. Maharashtra’s institute-level seat rule applies to unaided colleges admitting through the state CET Cell’s centralized process. Symbiosis is a deemed university that sits entirely outside that system: SNAP admits to 29 MBA programs across 17 Symbiosis institutes, followed by each institute’s GE-PI-WAT round (snaptest.org). There is no state-created quota layer for an agent to access.

And the money side has its own law. Capitation, meaning any payment beyond sanctioned fees in any form, is unconstitutional (Mohini Jain v. State of Karnataka, 1992) and expressly banned by the Supreme Court in TMA Pai Foundation (2002) and P.A. Inamdar (2005), which barred capitation “directly or indirectly, or in any form”. In Maharashtra, where SIBM and SCMS Pune sit, collecting it is a criminal offence under the Maharashtra Educational Institutions (Prohibition of Capitation Fee) Act, 1987, punishable with one to three years’ imprisonment plus fine and refund of the amount collected.

The accessible truth: the exams are built for retakes

Here is the part agents hide, because it makes their product pointless. The Symbiosis exams are deliberately more accessible than CAT.

ExamProgram gateAttemptsFormatTest cities
SNAPMBA at 17 Symbiosis institutes (29 programs)3 per season, best score countsComputer-based test, then GE-PI-WAT at the institute79
SETBBA, including SCMS Pune2 per season, best score counts60 questions, 1 hour, no negative marking68

SET registration costs Rs 2,250 per test plus Rs 1,000 per program applied to (set-test.org, 2026 cycle). Three SNAP attempts with the best score counting, or two SET attempts with no negative marking, is a genuinely forgiving structure. A student who prepares moderately and uses every attempt is taking the real accessible route. What Symbiosis actually costs, verified

ProgramPublished feeSource
SIBM Pune MBARs 6,55,000 per year (2026-28 batch)Official SIBM fee PDF
SCMS Pune BBA (Hons)Rs 4,10,000 per year + Rs 20,000 refundable deposit (AY 2026-27)Official SCMS Pune fee page

Budget for revisions too: Symbiosis-system fee schedules allow increases of up to 12 percent over the course of a program. But the principle is simple. The published fee is the whole fee. A quote above it is not a premium fee, a package, or a donation. It is either the agent’s commission on a seat you would have to earn through SNAP or SET anyway, or an illegal capitation demand, or, most often, payment for a seat that will never materialise.

What “permanently debarred” means for you

Read the penalty again: aspirants approaching through agents are permanently debarred from admission to all Symbiosis programs. Not the one application, all of them, forever. So the agent route is not a risky shortcut, it is a trade where you can lose everything on both sides: the money (paid for an illegal transaction, with no realistic recovery route) and the university (including future attempts through the legitimate exams). Enforcement in this space is real. In 2025, the Mumbai Crime Branch arrested four men in an admission racket involving roughly Rs 20 lakh, with an FIR for cheating, forgery and IT Act offences, as reported by Cetking.

Treat these as immediate walk-away signals:

  • Cash or transfers to any account that is not the university’s, without an official receipt
  • Payment demanded before the university itself issues an offer or admission letter
  • A “blocking fee” to hold a seat, or claims of inside contacts at Symbiosis
  • Refusal to show any official notification for the quota being sold (there is none, because the quota does not exist)
  • A seat that “opens up after the last round” at a premium

Realistic alternatives at a similar cost and profile

If SNAP or SET genuinely will not work for you, the honest move is a different published process, not a fake quota. Verified options:

  • NMIMS (NMAT for MBA, NPAT for BBA). NPAT counts the best of three attempts (npat.nmims.edu); for the MBA’s NMAT, NMIMS accepts only the first attempt’s score, per its official admission handout. NMIMS also has no management quota: its official notice calls such offers fraudulent (nmims.edu/result). NMIMS Mumbai BBA is Rs 4,00,000 per year (NPAT 2026 admissions handout).
  • Christ University MBA. Christ officially states the minimum entrance score (MAT, CMAT, ATMA and others accepted) “is only an eligibility criteria” with no bearing on selection, which rides on Christ’s own GD, written assessment and interview.
  • MIT-WPU, Pune. Same city as SCMS and SIBM. BBA (Hons) at Rs 3,30,000 per year (official admissions page, 2026 cycle) via MIT-WPU’s own CET plus interaction; MBA accepts MAT, CMAT, MAH-CET and others alongside its own 50-mark test.
  • FLAME University, Pune (BBA). Admission through FLAME’s own FEAT test, essay and interview in rolling cycles, with no national percentile required.
  • Maharashtra institute-level MBA seats. Unaided colleges in the state CET system may fill up to 20 percent of intake at institute level, by merit, at the FRA-approved fee, with the schedule advertised on the college’s own website (CET Cell brochures). That is the legal version of what agents mislabel as management quota, and we explain it in our management quota MBA guide.

Straight answers

Does Symbiosis accept only SNAP, or is direct admission possible?
SNAP for MBA and SET for BBA are the only gates. Symbiosis states that admissions are strictly on merit basis and that it has appointed no agents. The flexibility is in the exam itself: three SNAP attempts per season and two SET attempts, with the best score counting.
Is there a management quota fee for SIBM Pune?
No such seat exists. Symbiosis's official caution notice says no donation or capitation is payable for any admission, and anyone approaching through agents is permanently debarred from admission to all its programs.
How much does Symbiosis actually cost?
SIBM Pune MBA is Rs 6,55,000 per year (2026-28 batch, official fee PDF). SCMS Pune BBA (Hons) is Rs 4,10,000 per year plus a Rs 20,000 refundable deposit (AY 2026-27, official fee page). Anything quoted above the published fee is not a fee.
What does being permanently debarred by Symbiosis mean?
The official caution states that aspirants who approach through agents will be permanently debarred from admission. That covers every Symbiosis institute and every program, permanently. You lose the money paid to the agent and every future chance at the university.
